I was at a local community event, 'Party at the Shops', just a low key get together at the shops, stall holders, info, food and produce sharing, poetry reading, blues playing, and there were some quoits set up there, and a dad showing two little girl how to play. Play is so interesting, all the precursors to learning how to do something, the exploration. I used to play them by myself in the back yard. These looked modern with the plastic binding. Mine were antiques even 40 odd years ago. So I reckon people do play them, or versions thereof. I recall seeing plastic ones now, though hadn't thought of them as quoits exactly. Watching reminded me how enjoyable those games are. (Long answer!)
